First Download MeGUI. Download only from sourceforge.net. Extract it.
First u'll need K-Lite codec pack (full or Mega version) and Nero HE-AAC encoder(.exe file). I've discussed about how to dwnload and use Nero-aac in one of the below images.

How to Encode using MeGUI.
